Why Is Michigan Above Average?

Michigan's above-average costs reflect the complexity of its no-fault system, Detroit's historically high fraud and theft rates, a high uninsured driver rate (approximately 20%), and elevated claims costs per accident. This explains why car insurance is so expensive in Michigan. The 2020 reform reduced rates for many drivers, particularly those who chose lower PIP tiers, but Michigan remains above the national average when looking at the average cost of car insurance in Michigan.

Should You Choose Minimum or Full Coverage?

Michigan is a no-fault state with tiered PIP coverage since the 2020 reform (Public Act 21 of 2019). Minimum liability is 20/40/10. Drivers choose their PIP medical tier: $50,000 (Medicaid only), $250,000, $500,000 or Unlimited (the default). Michigan also requires UM/UIM and property protection insurance (PPI, up to $1 million for in-state property damage).  

The statewide average gap between minimum ($64/month) and full coverage ($138/month) is $74/month ($888/year). For Travelers specifically, the gap is $50/month ($23 minimum vs. $73 full coverage). Cheapest Car Insurance by City in Michigan

GEICO leads seven of the 10 cities analyzed; Travelers leads Grand Rapids and Lansing; Progressive leads Livonia. The biggest city-to-city gap is Dearborn at $142/month vs. Grand Rapids at $64/month, a difference of $78/month ($936/year) when choosing the cheapest provider in each city. Dearborn and Detroit sit in Metro Detroit, which has among the highest fraud rates, uninsured driver concentrations, and accident frequencies in the country. Grand Rapids is Michigan's second-largest city, but carries much lower claims intensity.

Sterling Heights ($100/month), Warren ($97/month), Westland ($96/month), and Livonia ($95/month) form a mid-range suburban cluster in Detroit. GEICO leads young drivers at $125/month and leads the family policy for car insurance at every age from 16 to 25. Michigan bans gender as a rating factor under the 2020 reform, so one rate applies regardless of gender. The spread from GEICO ($125/month) to Farm Bureau ($270/month, sourced from QIS) is $145/month ($1,740/year).

The family policy table shows flat rates at ages 16 and 17 (both $308/month) and again at ages 23 and 24 (both $228/month), which are genuine data patterns. The sharp drop at age 25 (from $228/month to $191/month) is larger than usual.
